The Republic of Korea, in collaboration with the Indian Ocean Rim Association (IORA), hosted the 6th ROK-IORA Partnership Seminar on 3 July 2025 in Seoul under the theme: “Navigating the Future: Marine Spatial Planning for a Resilient Blue Economy.”
Held in a hybrid format, the seminar brought together diplomatic representatives from IORA Member States based in Korea, as well as online participants from across the Indian Ocean region. The event focused on Marine Spatial Planning (MSP) as a key strategy to balance sustainable development with marine conservation amid growing climate and spatial pressures.
The Indian Ocean remains a vital global trade artery, transporting over one-third of global commerce and more than 70% of oil shipments. Yet, the region is increasingly threatened by climate change, biodiversity loss, marine pollution, and spatial use conflicts. MSP is gaining traction as a science-based tool to allocate marine space efficiently, reduce conflicts, and support long-term ocean health and economic resilience.
Seminar highlights
- Opening Remarks by Ms. Oh Jin-hee, Deputy Director-General, ROK Ministry of Foreign Affairs, who emphasized MSP’s role in addressing regional marine governance challenges.
- Keynote Address by H.E. Sanjiv Ranjan, Secretary-General of IORA, who described MSP as a strategic framework to balance ecological and socio-economic priorities.
- Presentations and discussions on:
- Smart aquaculture and efficient resource use
- Participatory planning for inclusive MSP processes
- Emerging marine mapping technologies
Key messages
- MSP is vital for coordinated ocean management, reducing spatial conflicts, and improving resource sustainability.
- Technology and data are critical to inform evidence-based decision-making in ocean governance.
- Inclusive and ecosystem-based approaches ensure that all stakeholders, including coastal communities, benefit from marine development.
- Regional cooperation accelerates innovation and capacity building across IORA Member States.
