Dialogue Partners

Dialogue Partners within IORA refer to countries which are geographically not located in the Indian Ocean, but still have an interest in cooperating in the region.

As described in the IORA Charter, Dialogue Partners are States or organisations that enjoy consultative relationships with IORA in agreed-upon areas of common interest.

In practice, any interested party, whether a country or an organisation, can submit a request to become a Dialogue Partner to either the Chair or the Secretary-General of IORA. This application must then be approved by all Member States of IORA, followed by endorsement at the Council of Ministers (COM) Meeting.
