The MoU between IORA and Centre NAM S&T aims at promoting the exchange of research, development and harmonisation of policy and regulatory frameworks supporting Science, Technology and Innovation (STI). It also focuses on strengthening human, institutional and corporate capacities, supporting Member States in formulating STI policies and research and development strategies.

The cooperation between IORA and IOC focuses on strengthening regional collaboration in trade and investment facilitation, with particular emphasis on entrepreneurship and small and medium enterprises, as well as maritime safety and security, public health, and disaster risk management, cooperation in biodiversity and natural resources management, the blue economy and fisheries, science, technology and innovation, and academic and research exchanges.

The MoU between IORA and the CDRI strengthens cooperation to enhance resilience of new and existing infrastructure against climate and disaster risks in the Indian Ocean Region. It promotes knowledge sharing, research, capacity building, and regional collaboration, enabling Member States to implement risk-informed infrastructure planning and disaster resilient development, contributing to sustainable and resilient communities across the region.

The MoU between IORA and IRENA commits to implementing COP28 outcomes on tripling renewables and accelerating the energy transition. The cooperation focuses on sharing information on renewable energy technologies, including ocean energy, battery storage, geothermal, and green hydrogen. Korea-IORA Cooperation Fund (KICF)

The MoU between the IORA and the Republic of Korea outlines priority areas of cooperation through the Korea-IORA Cooperation Fund (KICF), which includes IORA priority areas and cross-cutting issues. For the first three years, the partnership will further focus on projects aimed at enhancing the blue economy of IORA Member States.

Establishment of the IORA Fisheries Support Unit (FSU) in Oman

The MOU established the Fisheries Support Unit at the Ministry of Agriculture and Fisheries of the Sultanate of Oman for facilitating exchange of fisheries data, develop a regional information system and use GIS for database management. The FSU supports project identification and funding in line with international donors, promote collaboration with regional fisheries organisations, and raise awareness through media, workshops, and seminars.

The MoU between the Governments of the Member States of the IORA for the Coordination and Co-operation of Search and Rescue Services in the Indian Ocean Region strengthens collaboration among IORA Member States to provide effective maritime and aeronautical SAR operations. It promotes information sharing, joint exercises, capacity building, and coordinated emergency response, in line with international SAR conventions and best practices.

The MoU between the Governments of the Member States of the Indian Ocean Rim Association (IORA) for Promotion of Small and Medium Enterprises (SMEs) strengthens cooperation among IORA Member States to support entrepreneurship, innovation, and inclusive business growth. It promotes collaboration between governments, agencies, and industry, facilitates knowledge sharing and capacity building, and encourages the inclusive participation of youth, women, and people living with disabilities, contributing to sustainable economic development and job creation across the Indian Ocean Region.

Establishment of the IORA Regional Centre for Science and Technology (RCSTT) in Iran

The MOU established the RCSTT aims at supporting technology transfer, assisting in strategic technology planning, and facilitating the acquisition, dissemination, and generation of new technologies. It further promotes technology commercialization, business missions, analytical research on policy and market opportunities, and joint ventures among Member States.
